On June 7th, 2013, the Norwegian newspaper Aftenposten presented this article about foster childen who do not get the supervision which the Child Protection Law gives them a right to. According to the law, the municipalities have the duty to appoint a supervisor for each foster child. This is important to make sure that children are not mistreated in foster homes.

A report to the Norwegian parliament reveals that at the end of 2011, there were more than 800 children in foster homes without a supervisor. That means that Norwegian municipalities break the rights of each tenth child living in a foster home. And if that is not enough, 40 % of the visits the supervisors were obliged to make to foster homes, did not take place.
